Russia plans to recalculate its vehicle scrapping tax on December 1, 2025. This adjustment primarily targets commercial resale vehicles and privately owned vehicles, with different policies applied as follows:


- Commercial resale vehicles: The scrapping tax will increase significantly, with the cost per vehicle expected to rise by 80,000 to 100,000 rubles. This will significantly increase the cost of commercially resale vehicles and have a substantial impact on related trade activities.


- Privately owned vehicles: For vehicles with less than 160 horsepower, whether used or new, the scrapping tax will remain at a low level and will not increase in the next five years. For vehicles exceeding 160 horsepower, the scrapping tax calculation will incorporate engine power, forming a three-dimensional calculation model of "base tax rate × displacement coefficient × power coefficient × year coefficient". The power coefficient is 1.2 for vehicles with 161-250 horsepower and 1.8 for vehicles with over 251 horsepower. This means that the scrapping tax for high-powered vehicles will increase.


Overall, Russia's adjustment to the method of calculating scrap tax aims to protect the domestic automotive industry, regulate the automotive market, and crack down on gray customs clearance practices.
